What this amendment would do
This amendment, submitted by Mr. Reed and Mr. Padilla, aims to add limitations on funding reductions within the McKinney-Vento Homeless Assistance Act as part of bill H.R. 6644.
The amendment proposes the following changes:
-
State Funding Floors: The total funds awarded to applicants in a State for a fiscal year cannot be less than 95 percent of the previous year's amount, unless there are not enough eligible projects submitted to meet that minimum.
-
Protection for Existing Housing: The Secretary must renew grants from the preceding year at a level that prevents existing tenants from losing access to housing, as long as the applicant includes the project in their submission and the project followed the previous year's funding opportunity requirements.
-
Legal Requirements: It changes the language in section 429(b)(2) by replacing "as determined by the Secretary" with "as required by applicable statutes and regulations."
