The purpose of this amendment is to ensure the Build America, Buy America Act does not apply to any program, project, or activity assisted by Federal financial assistance from the Secretary of Housing and Urban Development for:

Entities located in a rural area.
Indian tribes, tribally designated housing entities, or Tribal organizations.
The Department of Hawaiian Home Lands.
