What this amendment would do

SA 4341 is an amendment to H.R. 6644, which is a bill intended to increase the supply of housing in America. The purpose of this amendment is to address Native American Housing.

It aims to change the Native American Housing Assistance and Self-Determination Act of 1996 in the following ways:

  • Eligible Families: It allows recipients to provide housing or assistance to "essential families" on Indian reservations or other Indian areas if their presence is essential to the well-being of Indian families and their housing needs cannot be reasonably met without assistance.

  • Homeownership Assistance: It allows recipients to provide homeownership assistance for families with a household income up to 120 percent of the area's median income. This housing is considered affordable housing, but recipients cannot use more than 50 percent of their annual grant for these families.

  • Native Hawaiian Homeownership: It allows the Director to provide homeownership assistance for families with incomes up to 120 percent of the area's median income, with a limit that no more than 50 percent of a grant be used for these families. It also allows for loan guarantee activities for Native Hawaiian families who are not low-income, provided the Secretary approves the activities to address a housing need that cannot be reasonably met without assistance.
