What this amendment would do

SA 4306, submitted by Mr. Cassidy, aims to add a Disaster Assistance Housing Pilot Program to H.R. 6644. This amendment changes the Robert T. Stafford Disaster Relief and Emergency Assistance Act by adding new provisions for temporary housing and financial assistance.

The purpose of this amendment is to:

  • Establish a pilot program where the President contracts with eligible entities (manufacturers, distributors, retailers of manufactured or modular homes, or producers of modular housing) to build temporary housing for individuals and households.

  • Set specific requirements for this housing, including that it must be a manufactured or modular structure with no more than 4 units and be available within 90 to 120 days after a major disaster declaration.

  • Ensure housing meets various construction and safety standards, such as the International Residential Code, National Flood Insurance Program standards, and local zoning ordinances, though the Secretary may grant waivers.

  • Allow the housing to potentially become permanent housing after a disaster declaration ends.

  • Create transfer guidelines to move this housing into affordable housing programs run by nonprofits, public housing authorities, localities, or developers once the disaster declaration terminates.

  • Provide a termination date for the program 5 years after the paragraph is enacted.

  • Allow the President to provide financial assistance to individuals or households affected by a major disaster to help with closing costs when getting a mortgage from a Federal affordable financing program.
