- This extension includes the Regional apparel article program and the Third-country fabric program.
- It allows for retroactive application for covered articles from beneficiary sub-Saharan African countries that entered the U.S. after September 30, 2025, but before the Act is enacted.
- It extends certain Customs User Fees and merchandise processing fees to December 31, 2031.
Extension of Haiti Economic Lift Program
- It extends duty-free treatment for Haiti under the Caribbean Basin Economic Recovery Act until December 31, 2028.
- It modifies the "applicable percentage" to 60 percent or more on and after December 20, 2017.
- It directs the President to restore eligibility for articles that were eligible for preferential treatment on December 20, 2006, but became ineligible due to Harmonized Tariff Schedule revisions.
