What this amendment would do
SA 4287, submitted by Mr. Merkley, is an amendment to bill H.R. 7148.
The purpose of this amendment is to create a prohibition on last-minute rescissions.
It aims to add a section to the bill that prevents a special message from proposing to defer or rescind any budget authority if that authority expires within 90 days after the date the message is sent, regardless of the Impoundment Control Act of 1974.
