What this amendment would do

SA 4274, submitted by Mrs. Shaheen, aims to add a limitation on how funds are used within H.R. 7148.

The purpose of this amendment is to ensure that funds from this Act or any other Act are not used to:

Blockade, occupy, annex, or conduct military operations against the sovereign territory of a NATO member state.
Otherwise assert control over the sovereign territory of a NATO member state.

These actions are prohibited unless they are authorized by the North Atlantic Council or the specific NATO member state.

This limitation does not stop the United States from defending itself or an ally from a credible threat of an imminent armed attack or an armed attack.
