What this amendment would do
SA 4255, submitted by Mr. Budd, aims to add Section 555 to title V of Division H of bill H.R. 7148.
The purpose of this amendment is to require the Secretary of Homeland Security to obligate funds for an award application within 5 business days after the FEMA Administrator designates it as pending approval.
There are two main exceptions to this requirement:
-
The Secretary can withhold the money if they provide a certification to the House and Senate Committees on Appropriations detailing evidence-based findings of legal ineligibility or material fraud.
-
The requirement does not apply if the Secretary determines the Disaster Relief Fund does not have enough money to meet the requirements of the Robert T. Stafford Disaster Relief and Emergency Assistance Act.
