What this amendment would do

SA 4229, submitted by Mr. Whitehouse, is an amendment to bill H.R. 6938, which deals with consolidated appropriations for the fiscal year ending September 30, 2026.

The purpose of this amendment is to ensure that certain Department of Energy awards are finalized and paid out. Specifically, it aims to add a section regarding the definitization and disbursement of Department of Energy awards.

The amendment requires that any of the following that are still capable of being definitized must be definitized and disbursed before September 30, 2026:

  • Grant allocations
  • Discretionary grant awards
  • Discretionary contract awards
  • Other transaction agreements

These awards must have been obligated with a Federal award identification number and a unique award key as of the date the Act is enacted.

The disbursement must follow these rules:

  • It must be for the purposes associated with the award or transaction agreement.
  • It must go to the entity with the same recipient identifier as the original award.
  • It must occur within the same period of availability as the original award.
