What this amendment would do
SA 4221 is an amendment to bill H.R. 6938. Its purpose is to require the Administrator of the National Oceanic and Atmospheric Administration to create and keep a public database and webpage containing information on billion-dollar disasters that happen every year in the United States.
This amendment aims to add a section to the bill that mandates the following:
-
Public Information: The database must include the type, location, dates, and estimated cost of each billion-dollar disaster, along with any other information the Administrator thinks is appropriate.
-
Visual Tools: The webpage must feature mapping and graphs showing how disasters are distributed across the U.S. and their trajectory over time.
-
Updates and Maintenance: The Administrator must update the site at least every two years. They must also maintain the previous disaster database from 1980 through 2024 for research and archiving.
-
Flexibility and Data: The Administrator can use available data, work with Federal and non-Federal partners, and may choose to include disasters that do not cost a billion dollars if it is deemed appropriate.
-
Definition: A billion-dollar disaster is defined as a severe weather event or storm that causes $1,000,000,000 or more in market and direct costs, as decided by the National Centers for Environmental Information.
