What this amendment would do
SA 4204, submitted by Mr. Lujan, aims to add specific restrictions and oversight to how funds for "science" under the "National Aeronautics and Space Administration" are handled within bill H.R. 6938.
The amendment intends to change the bill by adding the following requirements:
-
Spending Restrictions: Funds cannot be used for anything other than the specified programs, projects, and activities in the Act and its accompanying report. Funds also cannot be transferred, reprogrammed, deferred, or withheld unless done under section 505 of the Act.
-
Administrator Obligations: The NASA Administrator must spend funds according to the amounts and purposes in the Act and cannot take actions that delay the obligation of funds without notifying the Committees on Appropriations.
-
Certification: Within 30 days of the Act becoming law, the NASA Administrator must certify to the Committees on Appropriations that the science funds were received and made available without delay and according to congressional intent.
