What this amendment would do

SA 4200, submitted by Mr. Wyden, aims to add a section to bill H.R. 6938. Its purpose is to require the Department of Justice and the Federal Bureau of Investigation to provide the Senate with an unclassified report and briefing within 60 days of the Act's enactment.

This report must focus on criminal investigations into individuals employed by Jeffrey Epstein who controlled his bank account funds. Specifically, the amendment requires:

  • A list of all FBI criminal investigations into anyone who worked for Epstein, had signatory authority over his bank accounts, or was an executor or beneficiary of his estate. This list must include the subject, the conduct investigated, and the result.

  • Copies of all Department of Justice declination memoranda regarding individuals who were Epstein's employees, bank account signatories, or estate executors/beneficiaries.

  • A detailed analysis of whether the FBI questioned Darren Indyke, Richard Kahn, or Harry Beller regarding criminal investigations into Epstein or Ghislane Maxwell, including the dates of any such questioning.

  • A list of cash withdrawals and wire transfers made by Darren Indyke, Richard Kahn, or Harry Beller from Epstein's accounts at JPMorgan Chase & Co., Deutsche Bank, BNY Mellon, or other institutions that the FBI identified as related to Epstein's sex trafficking conspiracy. This list must include the date, amount, and the financial institution.
