What this amendment would do
SA 4183, submitted by Mr. Bennet and Mr. Hickenlooper, aims to change Public Law 87-590 regarding the Arkansas Valley Conduit in Colorado.
The purpose of this amendment is to provide domestic water supplies to households and communities that lack reliable access. It proposes the following changes:
-
Payment Terms: The repayment contract for the conduit will be for 35 percent of the cost. Payments will come from funding provided during construction by any entity other than the Secretary.
-
Financial Hardship: If the Secretary determines there is financial hardship, the remaining balance can be repaid over a maximum of 75 years. This repayment will use simple interest at a rate equal to 50 percent of the rate determined by the Secretary of the Treasury.
-
Revenue Sources: Repayments can include revenue from exchange contracts or contracts for the use of excess capacity using Fryingpan-Arkansas project facilities.
-
Maintenance: The contracting parties must take over the replacement, maintenance, operation, and care of the conduit.
