What this amendment would do

SA 4176, submitted by Ms. Cantwell, aims to change how interest is handled on funds borrowed by the Federal Communications Commission and the Secretary of Commerce under specific sections of the Fiscal Year 2025 NDAA.

The amendment seeks to add the following:

  • Interest Charges: The Secretary of the Treasury is prohibited from charging interest on these borrowed funds.

  • Return of Funds: Any interest already collected by the Secretary of the Treasury from the Commission or the Secretary of Commerce before the Act is enacted must be returned to them. These funds must be used consistently with the purposes described in the Fiscal Year 2025 NDAA.

  • Debt Termination: The requirement for the Commission or the Secretary of Commerce to pay any unpaid accrued interest on these funds is ended.
