What this amendment would do

SA 4175, submitted by Mr. Durbin and Ms. Duckworth, aims to make the following changes to bill H.R. 6938:

Change the amount on page 145, line 4 from $6,013,217,000 to $6,029,575,000.
Add a provision on page 147, line 2, stating that $16,656,000 of the available funds shall be for Chicago Harbor, Illinois.
