What this amendment would do
SA 4169, submitted by Mrs. Blackburn, aims to add a section to bill H.R. 6938 to create Grants for After School Programs. The purpose is to provide funding for after school programs serving students in grades 6 through 12 in specific areas.
The amendment proposes the following:
-
Eligible Applicants: Grants can be awarded to eligible nonprofit organizations or eligible local educational agencies. To be eligible, these applicants must be located in a county where the juvenile offense rate was not less than 10 percent.
-
Program Goals: Funds must be used for programs held when school is out of session. These programs must have an educational purpose to provide a safe and supportive environment, provide youth leadership opportunities, foster foundational skill development, and expand learning opportunities.
-
Funding and Administration: The Attorney General is responsible for determining eligible counties, managing applications, and awarding grants based on the number of eligible students served. The amendment authorizes $15,000,000 for each fiscal year from 2026 through 2029.
-
Accountability: Grant recipients must submit annual reports to the Attorney General regarding the number of schools and children served and the successes and vulnerabilities of the programs. The Attorney General must then provide a summary report to Congress.
