What this amendment would do
SA 4166, submitted by Mrs. Blackburn, aims to add a section to the Omnibus Crime Control and Safe Streets Act of 1968 regarding domestic violence prevention training for cosmetologists and barbers.
The purpose of this amendment is to provide grant increases to eligible states. An eligible state is one that has a law requiring people seeking licensure as barbers or cosmetologists to complete qualifying training. This training must be provided by a victim service provider at no cost to the individual and must focus on:
- Recognizing signs of domestic violence.
- Responding to signs of domestic violence.
- Referring clients to resources for victims of domestic violence.
The training may also include components on stalking, dating violence, and sexual assault.
To achieve this, the Attorney General would increase grants awarded under section 2007(a) for eligible states by an amount up to 10 percent of the average of the state's 3 most recent awards. These grant increases are for 1 year, can be renewed, but are limited to a maximum of 3 years.
The amendment authorizes $5,000,000 for each fiscal year from 2027 through 2033 to carry out this section.
