What this amendment would do

SA 4141 is a proposed amendment to S. Res. 321, which is a resolution to commemorate 30 years of diplomatic relations between the United States and Vietnam on July 11, 2025.

The purpose of this amendment is to strike the existing preamble and replace it with a new one. It aims to add a detailed history of the bilateral relationship, including:

  • War Legacy and Reconciliation: The resettlement of Vietnamese people in the U.S., efforts to find missing in action (MIA) servicemembers, the removal of unexploded ordnance, and dioxin remediation.
  • Diplomatic Milestones: The lifting of the trade embargo by President Bill Clinton in 1994 and the formal normalization of relations in 1995.
  • Trade and Education: The Vietnam Education Foundation Act of 2000, the 2001 bilateral trade agreement, and the 2006 granting of permanent normal trade relations status.
  • Strategic Partnerships: The establishment of a comprehensive partnership in 2013 and the upgrade to a Comprehensive Strategic Partnership in 2023.
  • Defense and Security: The removal of restrictions on lethal weapons sales, cooperation in the South China Sea, and the 2017 Plan of Action for Defense Cooperation.
  • Recent Agreements: A 2025 framework for reciprocal, fair, and balanced trade to improve economic security and supply chains.
