What this amendment would do
SA 4140 is an amendment to S. Res. 321, which commemorates 30 years of diplomatic relations between the United States and Vietnam on July 11, 2025. The amendment aims to change the resolution by striking everything after the resolved clause and replacing it with a specific set of recognitions and commitments.
The amendment aims to add the following:
-
Recognitions: It acknowledges the 30th anniversary of normalized relations and the relationship based on trust, mutual respect, and peace.
-
Honors: It recognizes the contributions of Vietnamese Americans over the last 50 years and honors U.S. Armed Forces members who fought in Vietnam, as well as veteran-led reconciliation initiatives.
-
Funding and Support: It expresses a commitment to continue funding and operational support for war legacy programs, such as unexploded ordnance removal, dioxin remediation at Bien Hoa Airport, support for persons with disabilities, mine action capacity building, and accounting for missing and fallen Vietnamese soldiers.
-
Cooperation and Partnerships: It acknowledges progress in trade, security, diplomatic relations, and people-to-people exchanges, including Fulbright University. It also reaffirms the U.S.-Vietnam Comprehensive Strategic Partnership established in September 2023.
-
Regional Goals: It expresses the determination to strengthen cooperation across sectors to address shared challenges and promote stability and peace in the Indo-Pacific region.
