What this amendment would do
MR. KAINE submitted amendment SA 412, which proposes adding a deficit-neutral reserve fund relating to preventing a Pell Grant shortfall to the concurrent resolution S. Con. Res. 7 for the fiscal years 2025 through 2034.
Purpose and Changes
The purpose of this amendment is to allow the Chairman of the Committee on the Budget of the Senate to revise committee allocations, aggregates, and other appropriate levels. It also allows the Chairman to make adjustments to the pay-as-you-go ledger for legislation relating to preventing a funding shortfall for the Pell Grant program.
- This aims to prevent the Pell Grant program from entering a budget shortfall that would result in cuts or changes that would harm low- and middle-income students most.
- The changes are allowed provided that the legislation does not increase the deficit over the total period of fiscal years 2025 through 2034.
