S.Amdt. 4063

SA 4063 is an amendment proposed by Mr. Warner and Mr. Kaine to be added to H.R. 4016. Its purpose is to require the Administrator of NASA, with the agreement of the Secretary of the Smithsonian, to hire an independent third party to create a report regarding space vehicles described in section 20306(b)(2) of title 51, United States Code.

• Ownership and the authority to acquire the space vehicle.
• Financial and logistical details, including full projected costs and funding sources for transferring the vehicle to a new location.
• An educational cost-benefit analysis covering public accessibility, cost to the public for visits, risks to the vehicle, display space adequacy, and preservation capabilities of the institutions involved.

The amendment also specifies that this report must be submitted to the relevant Senate and House committees by August 1, 2026, and must be completed before any action is taken to transfer a space vehicle.
