S.Amdt. 4015

SA 4015, submitted by Mr. Padilla and several other senators, is an amendment to bill H.R. 4016, which deals with appropriations for the Department of Defense for the fiscal year ending September 30, 2026.

The purpose of this amendment is to stop the use of any funds from the Act to issue leases or authorizations for the exploration, development, or production of natural gas or oil in specific planning areas of the Outer Continental Shelf.

The planning areas targeted for this prohibition are:

• The Washington/Oregon Planning Area
• The Northern California Planning Area
• The Central California Planning Area
• The Southern California Planning Area
• The North Atlantic Planing Area
• The Mid-Atlantic Planning Area
• The South Atlantic Planning Area
• The Straits of Florida Planning Area
