What this amendment would do

SA 4008, submitted by Mr. Padilla, is an amendment to bill H.R. 4016. It aims to add specific rules for how "Homeless Assistance Grants" for the continuum of care program are handled for fiscal years 2026, 2027, and 2028.

The amendment proposes the following changes:

  • The Secretary of Housing and Urban Development must select projects totaling at least 94 percent of the annual renewal demand for each collaborative applicant. This is based on rankings from the local continuum of care regarding system performance. However, this percentage can be lowered if appropriations are not enough to cover 94 percent.

  • Funds for the continuum of care program cannot be used to make people experiencing homelessness perform prerequisite activities or receive treatment to get assistance.

  • The Secretary of Housing and Urban Development can only use criteria explicitly required in the implementing regulations or subtitle C of the McKinney-Vento Homeless Assistance Act when awarding projects.
