What this amendment would do
Mr. Kaine, along with Mrs. Shaheen, submitted amendment SA 400 to the congressional budget resolution for fiscal year 2025. The purpose of this amendment is to hold our officials accountable by creating a specific rule in the Senate regarding any peace plan for Ukraine.
The amendment aims to add a point of order to the bill. This rule makes it out of order in the Senate to consider any legislation, resolution, motion, or amendment that would fund or support the implementation of a peace plan for Ukraine—or any negotiated surrender to or appeasement of the Russian Federation—unless the Government of Ukraine is consulted, participates, and supports it.
To bypass this rule and wave or suspend it, the Senate would need an affirmative vote of three-fifths of the members. That same three-fifths vote is also required to sustain an appeal of the Chair's ruling on this point of order.
