What this amendment would do

SA 3996, submitted by Mr. Padilla, is an amendment to bill H.R. 4016.

The purpose of this amendment is to prohibit the exploration, development, and production of oil and natural gas on the Outer Continental Shelf off the coasts of California, Oregon, and Washington.

It aims to change the Outer Continental Shelf Lands Act (43 U.S.C. 1337) by adding a section that prevents the Secretary from issuing leases or authorizations for oil and gas activities in the following planning areas:

  • The Washington/Oregon Planning Area
  • The Northern California Planning Area
  • The Central California Planning Area
  • The Southern California Planning Area
