What this amendment would do

Mr. Kaine submitted SA 399 to hold our officials accountable by protecting our agricultural community. The main purpose of this amendment is to create a point of order in the Senate against specific reconciliation legislation.

What It Aims to Change or Add

  • It adds a rule making it out of order in the Senate to consider certain bills, joint resolutions, amendments, or conference reports that would suspend, terminate, or curtail contracts with United States farmers that use foreign assistance funds.
  • It requires an affirmative vote of three-fifths of the Members to waive or suspend this rule.
  • It requires an affirmative vote of three-fifths of the Members to sustain an appeal of the ruling of the Chair on a point of order raised under this rule.
