What this amendment would do
Mr. Kaine, along with Mrs. Shaheen, submitted SA 398 to be proposed for the concurrent resolution S. Con. Res. 7 for the fiscal year 2025 budget.
Purpose of the Amendment
The main purpose of this amendment is to hold officials accountable by creating a point of order in the Senate. This rule stops certain budget reconciliation legislation from being considered if it tries to mess with our national security.
What It Aims to Change or Add
-
It adds a new section to title IV regarding a point of order against reconciliation legislation.
-
It makes it not in order in the Senate to consider certain bills, joint resolutions, amendments, or conference reports that would suspend, terminate, or curtail U.S. national security programming implemented by the United States Agency for International Development.
-
It states that this rule can only be waived or suspended in the Senate by an affirmative vote of three-fifths of the Members, duly chosen and sworn.
-
It also requires an affirmative vote of three-fifths of the Members of the Senate, duly chosen and sworn, to sustain an appeal of the ruling of the Chair on a point of order raised under this section.
