What this amendment would do

Mr. Kaine submitted amendment SA 396 to the concurrent resolution on the budget for fiscal year 2025.

The purpose of this amendment is to set up a deficit-neutral reserve fund. This allows the Chairman of the Senate Committee on the Budget to adjust budget levels and allocations for future legislation.

The amendment aims to add a provision relating to denying access to classified materials to anyone who has not been granted the appropriate security clearance. Any legislation using this fund must not increase the deficit from fiscal year 2025 through fiscal year 2034.
