What this amendment would do
Mr. Kaine submitted SA 394, which proposes adding a new section to the concurrent budget resolution for fiscal year 2025. In plain English, this amendment sets aside a special deficit-neutral reserve fund so that Congress can pass future legislation to protect our personal and financial data without adding to the national debt.
Purpose of the Change
The purpose of this amendment is to give the Chairman of the Senate Committee on the Budget the power to adjust financial levels and pay-as-you-go ledgers for bills and amendments focused on enhancing privacy protections for the people of the United States. Specifically, this includes legislation that would repair the harms done by the mishandling or exposure of personal data by the U.S. DOGE Service Temporary Organization. This can involve providing credit monitoring services for all taxpayers or Social Security recipients, as long as the legislation does not increase the deficit from fiscal years 2025 through 2034.
