What this amendment would do

Mr. Kaine submitted this amendment, known as SA 393, to the concurrent resolution on the budget for fiscal year 2025. Plain and simple, it aims to add a deficit-neutral reserve fund to the bill.

The Purpose of the Change

The purpose of this fund is to allow the Chairman of the Senate Committee on the Budget to make adjustments to financial levels and the pay-as-you-go ledger for specific legislation. This legislation must relate to restoring the jobs of any law enforcement personnel and Federal prosecutors who were fired for participating in investigations of the January 6, 2021, insurrection at the United States Capitol.

To keep our elected officials accountable to the taxpayer, the text explicitly requires that any such legislation would not increase the deficit over the total period of fiscal years 2025 through 2034.
