What this amendment would do

SA 3927 aims to add a new section, SEC. 1067, to subtitle F of title X of bill S. 2296.

The purpose of this amendment is to require identification for Federal law enforcement officers and members of an armed force when they are involved in:

  • Crowd control
  • Riot control
  • The arrest or detainment of people involved in riots or activities protected by the First Amendment, such as protests, demonstrations, or civil disobedience.

To ensure accountability, the amendment requires that these individuals clearly display:

  • The Federal agency and the officer's last name or unique identifier (for Federal law enforcement officers).
  • The service branch and the member's last name or unique identifier (for members of an armed force).

The amendment specifically prohibits these officers or members from taping over, concealing, or obscuring this identifying information while performing these activities.

The text also states that this section does not expand the authority of members of an armed force to engage in law enforcement activity or change existing laws regarding their deployment.

What Congress actually voted on

  • The Senate: a vote on a proposed change to the billAmendment Rejected 47–50

A vote on one change, not on the bill. A bill can collect dozens of these, and losing one does not stop it.
