What this amendment would do

SA 3924, submitted by Ms. Lummis, aims to add a prohibition to bill S. 2296.

The purpose of this amendment is to stop funds from being used to establish, fund, administer, or contract with any entity that does the following:

  • Functions as an intermediary or regranting institution to finance greenhouse gas reduction projects, climate justice initiatives, or similar environmental programs.

  • Receives funding primarily to distribute loans or subgrants to third parties for those same environmental purposes.

This amendment includes a Savings Provision that does not limit the Federal Government's authority to provide funding to any local, territorial, State, or Federal governmental agency for any purpose.
