What this amendment would do

SA 3914 is an amendment proposed by Ms. Cantwell and Mr. Welch to be added to bill S. 2296. Its purpose is to establish a Sense of Congress regarding the role of multinational peacekeeping missions in supporting peace in the Middle East.

The amendment aims to add Section 1264 to the bill, which includes the following:

Findings

  • The amendment lists several successful peacekeeping missions, including the Multinational Force and Observers in the Sinai Peninsula, NATO-led missions in Kosovo and Bosnia, and the African Union-led Hybrid Operation in Darfur.
  • It notes that alliances like NATO, the EU, and the AU have supported humanitarian operations in areas such as Ukraine, Afghanistan, Pakistan, Somalia, the Sahel Region, and Iraq.
  • It highlights that the United States Government has engaged in peace settlements in countries including Colombia, Guatemala, Sudan, El Salvador, Kosovo, and Bosnia.

Sense of Congress

  • The U.S. should support an immediate cease-fire in Gaza.
  • Relevant U.S. government heads and the President should use diplomatic tools to secure the release of hostages held by Hamas.
  • U.S. policy should be to help organize a multinational force—including the League of Arab States, NATO, and major non-NATO allies, in coordination with local Palestinian civilian leaders—to protect and facilitate humanitarian assistance for civilians in Gaza.
  • The U.S. should support the delivery of medical supplies, water, and food to Gaza, as well as capacity-building for food systems, medical care, electricity, sanitation, and water.
  • The U.S. should support a diplomatic solution for long-term peace in the Middle East based on a two-state solution.
