What this amendment would do
SA 3911, submitted by Mr. Booker, aims to expand supportive services for very low-income families and initiate a study on insecurity among reserve members.
The amendment seeks to change the bill by adding the following:
-
Expansion of Eligibility: It changes "veteran families" to "eligible families" in section 2044 of title 38, United States Code. This expands the definition of an eligible family to include:
- A veteran who is a single person.
- A family where the head of household or spouse is a veteran.
- A former member of a reserve component of the Armed Forces who is a single person and retired or separated after serving a term of enlistment.
- A family where the head of household or spouse is a former member of a reserve component of the Armed Forces who retired or separated after serving a term of enlistment.
-
Funding: It extends funding through 2026 and allocates $50,000,000 for fiscal year 2026 to support the expanded eligibility for former reserve component members. Any remaining funds will be used for veterans.
-
Study on Insecurity: It requires the Secretary of Defense to submit a report to Congress within one year detailing plans for a study on food and housing insecurity experienced by members of the reserve components of the Armed Forces. The study must begin within 120 days of that report, with findings submitted to Congress annually.
