What this amendment would do

This amendment, submitted by Mr. Booker, aims to add two main provisions to the bill regarding Post-9/11 educational assistance for veterans and members of the armed forces.

Additional Educational Assistance

The first part of the amendment creates a new section to provide extra months of educational assistance for eligible individuals who need more time to complete remedial and deficiency courses. The increase is limited to the lesser of:

  • 15 months; or
  • The full-time equivalent number of months used to complete those remedial and deficiency courses.

To be eligible, a person must be entitled to assistance under section 3311, have received assistance in the most recent six-month period, have used all their entitled assistance, and have taken remedial or deficiency courses that cause them to need more than the standard 120 semester (or 180 quarter) credit hours to finish their program.

Transferring Educational Assistance

The second part of the amendment increases flexibility for transferring educational assistance. It allows an individual who elects to transfer their entitlement but does not yet have eligible dependents to make the required designations once they do have an eligible dependent. It also allows for the designation of new dependents to receive unused entitlement.
