What this amendment would do

SA 3907 aims to add a new section to the bill called the Timber Production Expansion Guaranteed Loan Program.

The purpose of this amendment is to allow the Secretary of Agriculture, working with the Secretary of the Interior, to provide loan guarantees to eligible entities. These are individuals or entities that own or operate a sawmill or wood-processing facility in a rural area.

The amendment adds the following requirements and goals:

  • The Secretaries must identify eligible Federal land (including rangeland or Indian forest land) that is high or very high priority for ecological restoration involving vegetation removal.

  • Loan guarantees are provided to entities looking to improve, expand, retrofit, reopen, or establish a facility within a 250-mile radius of that eligible land.

  • The facility must either decrease or would decrease the cost of conducting vegetation removal for ecological restoration on that land.

  • The total amount of loan guarantees provided under the Program cannot exceed $220,000,000.
