What this amendment would do

SA 3906, submitted by Mr. Graham, is an amendment to SA 3748 regarding bill S. 2296. The bill concerns appropriations for fiscal year 2026 for the Department of Defense, military construction, and Department of Energy defense activities.

The purpose of this amendment is to add Section 849B, which requires the Secretary of War to provide a briefing to the House and Senate Committees on Armed Services by December 15, 2025.

The briefing must cover:

  • How the Department of War will work with industry to keep a strong industrial base, as noted in the 2024 Defense Logistics Agency CAMOLAND Clothing and Textile Industrial Base Wargame.
  • The specific procurement strategy for the Flame Resistant Army Combat Uniform (FRACU).
