What this amendment would do

SA 3905 is an amendment proposed by Ms. Cantwell and Mr. Welch to be added to a bill authorizing appropriations for fiscal year 2026 for the Department of Defense, military construction, and Department of Energy defense activities.

The purpose of this amendment is to establish a Sense of Congress regarding the role of multinational peacekeeping missions in supporting peace in the Middle East.

It aims to add Section 1264, which includes findings on the effectiveness of previous peacekeeping missions and outlines a proposed U.S. policy. The specific goals include:

  • Supporting an immediate cease-fire in Gaza.
  • Helping organize a multinational force consisting of NATO peacekeepers, major non-NATO allies, and League of Arab States members, coordinated with local Palestinian civilian leaders, to protect and facilitate humanitarian aid delivery to Gaza's civilian population.
  • Supporting the delivery of medical supplies, water, and food to Gaza.
  • Supporting capacity-building in food systems, medical care, electricity, sanitation, and water for Gaza.
  • Supporting a diplomatic solution for long-term peace in the Middle East based on a two-state solution.
