What this amendment would do

SA 3901, submitted by Mr. Scott of South Carolina and Ms. Warren, adds a new division to bill S. 2296 called the ROAD to Housing Act of 2025 (or the Renewing Opportunity in the American Dream to Housing Act of 2025). The purpose of this amendment is to expand and reform the available pathways to housing in the United States.

Increasing Housing Supply and Infrastructure

  • Creates the RESIDE Act pilot program to convert vacant and abandoned buildings into attainable housing.
  • Establishes the Accelerating Home Building Act to provide grants for using pre-reviewed construction designs.
  • Creates an Innovation Fund to award grants to entities that have increased local housing supply.
  • Develops guidelines and best practices for State and local zoning frameworks to reduce regulatory barriers and provides incentives for "pro-housing" policies near transit facilities.
  • Streamlines environmental reviews (NEPA) for specific housing-related activities.

Manufactured and Modular Housing

  • Expands the definition of manufactured homes to include those without a permanent chassis.
  • Increases loan limits for the purchase of manufactured homes and the construction of accessory dwelling units.
  • Directs a review of FHA financing to remove barriers for modular home developers.
  • Creates the PRICE Act and a competitive grant program to preserve, develop, and reinvest in manufactured housing communities, prioritizing low- and moderate-income residents.

Financial Literacy, Mortgages, and Appraisal Reform

  • Reforms housing counseling and financial literacy programs, providing opportunities for borrowers 30 days or more delinquent on covered mortgage loans to participate.
  • Directs the Bureau of Consumer Financial Protection to report on and potentially regulate loan originator compensation and fees to encourage "small dollar mortgages" ($100,000 or less).
  • Updates appraiser certification and licensing, introduces "State credentialed trainee appraisers" to the national registry, and provides grants for workforce training.
  • Gives consumers the right to request a reconsideration of value if an appraisal is discriminatory or unsupported.
  • Establishes an Escrow Expansion Pilot Program for up to 25 entities to manage interest-bearing escrow accounts for covered families to help them save.

Rural Housing and Community Development

  • Establishes the Rural Community Development Initiative, providing grants up to $250,000 for housing and community facilities.
  • Creates the Housing Preservation and Revitalization Program to preserve multifamily rental housing projects.
  • Increases certain loan amounts from $7,500 to $15,000, reserves 60% of funds for very low-income applicants, and allows for loan restructuring or refinancing up to a 40-year term.
  • Adjusts rural housing voucher amounts based on income or family changes and authorizes funding for Rural Housing Service IT and staffing upgrades.

Homelessness, Veterans, and Home Preservation

  • Establishes a Whole-Home Repairs pilot program providing grants to homeowners and forgivable loans to eligible landlords for safety, accessibility, and energy efficiency updates.
  • Increases administrative costs for Emergency Solutions Grants to 10% and allows for 2-year funding notifications.
  • Directs studies on the links between healthcare and homelessness and allows for demonstration projects partnering housing providers with healthcare organizations.
  • Requires the Uniform Residential Loan Application to include a mandatory military service question and a disclaimer about VA Home Loan eligibility.
  • Excludes certain disability benefits from income calculations for veterans in specific supported housing programs.

Oversight, Coordination, and Disaster Recovery

  • Establishes the Office of Disaster Management and Resiliency, the Long-Term Disaster Recovery Fund, and the Community Development Block Grant Disaster Recovery Program for long-term recovery after catastrophic disasters.
  • Reauthorizes the HOME Investment Partnerships Program, increasing administration resources from 10 percent to 15 percent and creating rules for "small-scale housing" (up to 4 rental units).
  • Mandates annual testimony from HUD, VA, and USDA officials, monthly reports on the Mutual Mortgage Insurance Fund capital ratio, and a memorandum of understanding between HUD, USDA, and VA to share research.
  • Tasks the GAO with investigating barriers to housing supply, auditing coordinated entry systems, and studying the feasibility of a public appraisal database.
  • Allows certain housing units to meet inspection requirements if they passed other inspections within 12 months and permits remote or video inspections in small or rural areas.
