What this amendment would do

SA 3899 is an amendment proposed by Mr. Graham and Mr. Van Hollen to be added to the end of section 6211 of division E of bill S. 2296. Its purpose is to require the President or a designee to report to Congress and the Government of Syria regarding specific actions and certifications.

The amendment aims to add the following requirements:

  • Reporting: The President or designee must submit an unclassified report (with a classified annex if needed) every 180 days for 4 years, starting 90 days after the Act is enacted.

  • Certification Criteria: The report must certify if the Government of Syria:

  • Has worked with the U.S. to join the Global Coalition To Defeat ISIS and committed to eliminating the threat of ISIS and other terrorist groups.

  • Is providing security for and including representation of religious and ethnic minorities in the government.

  • Is not taking unprovoked, unilateral military action against neighbors, including Israel, and is progressing toward international security agreements.

  • Is not harboring or financing individuals or groups harmful to the national security of the U.S. or its regional allies and partners.

  • Has taken steps to remove foreign fighters from senior roles in the Syrian Government and security institutions.

  • Is investigating and committed to prosecuting those who committed serious human rights abuses since December 8, 2024, including the massacre of religious minorities.

  • Notification: The President or designee must inform the Government of Syria of the report's findings.

  • Sanctions: If an affirmative certification cannot be made for two reporting periods in a row, it is the sense of Congress that sanctions under the Caesar Syria Civilian Protection Act of 2019 should be reimposed until an affirmative certification is made.
