What this amendment would do

This amendment, submitted by Mr. Graham and Mr. Van Hollen, aims to replace section 6211 of division E. Its purpose is to suspend sanctions imposed under the Caesar Syria Civilian Protection Act of 2019.

Key changes and additions include:

  • Suspension of Sanctions: Sanctions under the Caesar Syria Civilian Protection Act of 2019 are suspended starting on the date the Act is enacted.

  • Presidential Reporting: The President or a designee must provide an unclassified report to Congress every 120 days. This report must certify if the Government of Syria meets specific conditions, such as:

    • Joining the Global Coalition To Defeat ISIS and working to eliminate terrorist threats.
    • Providing security and government representation for religious and ethnic minorities.
    • Maintaining peaceful relations with regional states, including Israel, and acting against groups that threaten neighbors.
    • Not financing, assisting, or harboring groups or individuals harmful to the national security of the U.S. or its allies.
    • Removing foreign fighters from the government and security institutions.
    • Investigating and committing to prosecute those who committed serious human rights abuses since December 8, 2024.
  • Communication: The President or designee must tell the Government of Syria what the report found.

  • Reimposition of Sanctions: If the President or designee cannot certify that these conditions are met for two reporting periods in a row, it is the sense of Congress that the sanctions should be immediately reimposed.
