What this amendment would do

The Fighting Foreign Illegal Seafood Harvests Act of 2025 (or FISH Act of 2025) is an amendment designed to combat illegal, unreported, and unregulated (IUU) fishing and the use of forced labor in the fishing industry.

It aims to add the following to the bill:

  • IUU Vessel List: The creation of a public list of foreign vessels, fleets, and beneficial owners engaged in IUU fishing. It outlines how vessels are added, how owners can request hearings, and how they can be removed.
  • Visa Sanctions: Foreign persons who own or are beneficial owners of vessels on the IUU list will be ineligible for visas and inadmissible to the United States, with their current visas revoked.
  • Enforcement and Monitoring: It directs the Coast Guard to increase the boarding of suspected IUU vessels and requires reports to Congress on enforcement actions.
  • Interagency Coordination: It expands the role of the Interagency Working Group on IUU Fishing to develop strategies against illegal labor practices and optimize data sharing.
  • International Cooperation: It encourages the President to consider IUU fishing and forced labor when negotiating agreements with foreign nations and promotes the ratification of international treaties.
  • Research and Analysis: It mandates studies on the impact of new technology on IUU fishing and the influence of the Russian and Chinese fishing industries on the U.S. market.
  • Funding: It authorizes $10,000,000 annually from 2025 through 2030 for the Department of Commerce to carry out the IUU vessel list section and $2,000,000 for a study by the National Academies of Sciences, Engineering, and Medicine.
  • Import Clarification: It explicitly states that this Act does not grant authority to impose sanctions on the importation of goods.
