What this amendment would do

SA 3887, submitted by Mr. Booker, aims to add a section to bill S. 2296 that limits how funds are used for the Army's ammunition research, development, test, and evaluation functions.

The purpose of this amendment is to stop the Department of Defense from spending money to move these functions away from the Joint Program Executive Office Armaments and Ammunition or Joint Capabilities Portfolio Executive Ammunition construct. This restriction lasts until 180 days after a required report is sent to the congressional defense committees.

To move forward, the Secretary of the Army must provide a report by November 1, 2026, covering the following:

  • Whether personnel and contractors must relocate, how many people are involved, and where they would go.
  • If new facilities and infrastructure need to be built and where they would be located.
  • A detailed cost estimate for moving equipment, personnel, and building new facilities.
  • An explanation of any expected efficiencies from moving the function to Capabilities Portfolio Executive Fires.
  • A determination, made with the Secretary of the Navy and Secretary of the Air Force, on whether this move would hinder the joint construct previously maintained with the Air Force, Navy, and Marine Corps.
