What this amendment would do
SA 3886, submitted by Mr. McCORMICK, aims to change section 1012 of bill S. 2296. The purpose is to limit how funds from the National Defense Sealift Fund are used to buy certain used foreign-constructed vessels.
The amendment adds the following changes:
-
It creates a definition for an excluded vessel, which is a vessel constructed or substantially modified by an entity in the People's Republic of China or constructed by a Chinese military company.
-
It restricts the purchase of used vessels by excluding excluded vessels from certain provisions.
-
It limits the Secretary to purchasing more than 10 foreign-constructed vessels only if the Secretary also purchases one vessel that was constructed in a United States ship yard and managed by a commercial vessel construction manager for every foreign vessel purchased after the tenth one.
-
It includes technical corrections to update specific legal references and citations within section 2218 of title 10, United States Code.
