What this amendment would do
SA 3856, submitted by Ms. Cantwell, aims to add a new section to bill S. 2296.
The purpose of this amendment is to require the President to appoint a permanent Special Envoy at the Department of State. This official would be responsible for:
- Investigating extrajudicial killings of United States civilians by foreign intelligence services or militaries that have occurred since January 1, 2024.
- Providing information and support to the families of those civilians.
- Coordinating agencies within the United States Government.
- Leading diplomatic efforts to ensure foreign government accountability and due process.
Additionally, the amendment requires the Special Envoy to submit a report to Congress every year. This report must detail the efforts of the United States Government to get answers for the affected families and must be made available to the public in an unclassified form, though it can include a classified annex.
