What this amendment would do
SA 3855, submitted by Mr. Merkley, aims to add a new section (SEC. 1248) to bill S. 2296. This addition focuses on the establishment of an Inner Mongolia team within the United States Embassy in Beijing, China.
The purpose of this team is to follow social, economic, and political developments in the Inner Mongolia Autonomous Region and other areas designated by the People's Republic of China as autonomous for Mongolians.
The amendment outlines the following:
-
Staffing: The Secretary of State should consider hiring Southern Mongolians as locally employed staff and ensure there is sufficient proficiency and resources for those who speak the Mongolian language.
-
Responsibilities: The team would be responsible for monitoring:
- Internationally recognized human rights issues.
- People's Republic of China space capabilities, environmental degradation, and critical minerals mining.
- Access to areas designated as autonomous for Mongolians for journalists, nongovernmental organizations, United States Government officials, and the Southern Mongolian diaspora.
-
Accountability: The Secretary of State must submit a report to the House Committee on Foreign Affairs and the Senate Committee on Foreign Relations within 180 days after the Act is enacted regarding the implementation of these staffing recommendations.
