What this amendment would do
This amendment, submitted by Mrs. Shaheen and others, aims to add new requirements to bill S. 2296. Its main purpose is to ensure veterans have better access to medical facilities and care.
Key changes include:
-
The Secretary must ensure that veterans eligible for hospital care and medical services can receive those services at at least one full-service Veterans Health Administration hospital within the boundaries of each of the 50 States.
-
It clarifies that this requirement does not stop the Secretary from providing enhanced care to a veteran in a hospital located in a different State.
-
It modifies section 1703(d)(1) of title 38 to address continued access to care under the Veterans Community Care Program as of the date the National Defense Authorization Act for Fiscal Year 2026 is enacted.
-
The Secretary of Veterans Affairs must give Congress a report within one year. This report must describe how the Secretary complied with the hospital access requirement and how it affected the quality and standards of care for veterans.
