What this amendment would do
SA 3830 is an amendment proposed by Mr. Risch and Mrs. Shaheen to be added to bill S. 2296. Its purpose is to add a new section called the Department of State Authorization Act for Fiscal Year 2026.
This amendment aims to add a comprehensive set of rules and requirements for the Department of State. It focuses on the following areas:
-
Workforce Matters: It addresses the vetting of language instructors, provides for language incentive pay for civil service employees, and explores new ways to evaluate personnel and offer flexible work options like job sharing.
-
Organization and Operations: It requires more frequent briefings for Congress, strengthens support for congressional travel, and establishes a Regional China Officer program to improve expertise in competing with China.
-
Information Security and Cyber Diplomacy: It authorizes funding for data analytics, creates a Post Data Program involving AI, and sets a U.S. policy to oppose the misuse of commercial spyware. It also mandates a security review of the science and technology agreement with China.
-
Public Diplomacy: It requires a strategy to fight foreign information manipulation and interference and allows the use of Federal funds for World's Fair exhibits.
-
Diplomatic Security and Consular Affairs: It asks for reports on attaching consular officers to Navy and Coast Guard missions in the Pacific, the security conditions for reopening the mission in Syria, and the status of visa backlogs.
-
Miscellaneous: It includes various updates such as establishing an Inner Mongolia section in the Beijing embassy, reporting on staffing in Australia, and creating a strategy to move supply chains away from China.
