What this amendment would do

SA 3824, submitted by Mr. Budd, is an amendment to amendment SA 3748 regarding bill S. 2296. This bill authorizes appropriations for fiscal year 2026 for the Department of Defense, military construction, and Department of Energy defense activities.

The purpose of this amendment is to change the rules regarding the retirement of F-15E aircraft by modifying section 136 of title I of division A.

The amendment aims to add the following restrictions for the Secretary of the Air Force:

  • The Secretary may not retire any F-15E aircraft from the date the National Defense Authorization Act for Fiscal Year 2026 is enacted until September 30, 2026.

  • Beginning October 1, 2026, the Secretary may not retire more than 54 F-15E aircraft.

  • Within that limit, the Secretary may not retire more than 24 F-15E aircraft between October 1, 2026, and September 30, 2027.
