What this amendment would do

SA 3823 is an amendment proposed by Mr. Grassley and Mr. Durbin to be added to the bill S. 2296. Its purpose is to modify the requirements for transferring United States defense articles and services among the Baltic states, which are defined as Estonia, Lithuania, and Latvia.

The amendment aims to add the following changes:

  • Transfer Exemptions: It removes the need for prior Presidential consent when retransferring U.S.-origin mobile rocket artillery systems among the three Baltic states. This specific authority expires 5 years after the Act is enacted.

  • Agreement Modifications: It states that agreements between the U.S. and a Baltic state regarding mobile rocket artillery systems shall not require the Baltic state to seek U.S. approval to transfer those items or services to another Baltic state. If an existing agreement requires such consent, the U.S. shall modify it to remove that requirement upon the request of any Baltic state.

  • Technical Solutions: It allows the Secretary of Defense to create a common coalition key or other technological solution to let the Baltic states share HIMARS ammunition for operational and training purposes.
